Zardari did not want to repeal 17th Amendment: WikiLeaks
KARACHI: WikiLeaks has recently revealed that President Asif Ali Zardari in a meeting with US Ambassador Anne Patterson said he was not interested in abolishing the 17th Amendment according to which the president’s power would have been transferred to the prime minister, .
In a secret cable from March 21, 2009, the US Ambassador wrote to Washington about the details of the meeting with President Zardari held on March 18.
Patterson told Washington that President Zardari was not interested in repealing the 17th Amendment despite pressure from PML-N chief Nawaz Sharif and Prime Minister Yousuf Raza Gilani’s announcement of nullifying the amendment on public demand.

Interpol issues arrest notice for Kadhafi, son Seif
LYON: World police body Interpol called Friday for the arrest of fugitive former Libyan leader Moamer Kadhafi for his alleged crimes against humanity, following a request by the International Criminal Court.
Interpol said it had issued a "red notice" for the arrest of Kadhafi, his son Seif al-Islam and his intelligence chief Abdullah al-Senussi, one day after ICC prosecutor Luis Moreno-Ocampo asked for the agency's help.
Interpol asked its 188 member countries "to take all measures consistent with their national laws to help the ICC locate and apprehend Kadhafi."
The "request for Interpol Red Notices will significantly restrict the ability of all three men to cross international borders and is a powerful tool to help in their location and arrest," Interpol chief Ronald Noble said.
"Kadhafi is a fugitive whose country of nationality and the International Criminal Court want arrested and held accountable for the serious criminal charges that have been brought against him," the secretary general said.
A red notice by the international police co-operation agency, which is based in the central French city of Lyon, seeks the arrest for an extradition or surrender of a person to an international court based on an arrest warrant.
In June, ICC judges issued arrest warrants against Kadhafi, 69, Seif al-Islam, 39, and Senussi, 62, for "crimes against humanity" by troops under their orders, using "lethal force" to quell the uprising against his regime.
Kadhafi, who had ruled Libya with an iron fist since 1969, "had absolute, ultimate and unquestioned control over the Libyan state apparatus of power, including the security forces," the ICC said in a court document.
His son Seif al-Islam "the most influential person within his inner circle" is his de facto prime minister, the court added.

PM calls for importing 1000MWs form Iran
ISLAMABAD: Prime Minister Syed Yousuf Raza Gilani on Thursday emphasized on the importance of expediting the projects of gas pipeline and import of 1000 MW electricity from Iran to Pakistan.
The Prime Minister was talking to Iranian Foreign Minister Dr. Akbar Salehi, who called on him here.
During the meeting the two sides exchanged views on a whole gamut of Pak-Iran relations spreading over trade, energy, communications, rationalization of the tariff and combating terrorism, which poses grave dangers to the security, economic advancement not only of the two countries but also of the region.
The Iranian Foreign Minister informed the Prime Minister that Iranian part of gas pipeline would be completed by the middle of next year.
About the export of 1000 MW electricity, the Foreign Minister said that Iran can export the electricity even now if it could be connected with the grid system of Pakistan.
The Prime Minister said that Pakistan had also embarked upon improving its relations with its neighbours because if a country has good relations with its neighbours it does not need support from the countries situated far beyond.
It is in pursuance of this paradigm shift that Pakistan has been reaching out to its neighbouring countries such as Iran, Afghanistan, India, China, Russia and Central Asian Republics to improve its relations in qualitative terms, he said adding that the response is extremely encouraging.
The Prime Minister said that Joint Economic Ministerial Commission of the two countries should meet frequently to ensure the follow-up and also timely implementation of the decisions taken by the two countries at various levels by the respective governments' officials.
The meeting also decided to set up Investment Fund to encourage the private sector in particular to undertake investment in the two countries.
Pakistan also agreed to allow the Iranian Government to open up Bank in Pakistan to facilitate the business community to play their role in the development of their economies. Turkey and Iran have also concluded similar arrangements to jump-start the economic cooperation.
It was also decided to rationalize the tariff regime between the two countries to pick up trade and curb smuggling.
On the question of terrorism, the Prime Minister said that the Interior Ministries of the two countries should meet to evolve a comprehensive strategy to fight the menace of terrorism posing serious threat to the countries of the region and indeed to the whole world.
The Iranian Foreign Minister said that his country would consider the proposal of Pakistan regarding the opening of Consulate at Bandar Abbas.
The Iranian Foreign Minister assured the Prime Minister that he would ensure in his capacity to pave the way for enhancing cooperation between the two countries and if there were any irritants he would address those promptly, thoroughly and comprehensively.

The Prime Minister said that Pakistan had also embarked upon improving its relations with its neighbours because if a country has good relations with its neighbours it does not need support from the countries situated far beyond.
It is in pursuance of this paradigm shift that Pakistan has been reaching out to its neighbouring countries such as Iran, Afghanistan, India, China, Russia and Central Asian Republics to improve its relations in qualitative terms, he said adding that the response is extremely encouraging.
The Prime Minister said that Joint Economic Ministerial Commission of the two countries should meet frequently to ensure the follow-up and also timely implementation of the decisions taken by the two countries at various levels by the respective governments' officials.
The meeting also decided to set up Investment Fund to encourage the private sector in particular to undertake investment in the two countries.
Pakistan also agreed to allow the Iranian Government to open up Bank in Pakistan to facilitate the business community to play their role in the development of their economies. Turkey and Iran have also concluded similar arrangements to jump-start the economic cooperation.
It was also decided to rationalize the tariff regime between the two countries to pick up trade and curb smuggling.
On the question of terrorism, the Prime Minister said that the Interior Ministries of the two countries should meet to evolve a comprehensive strategy to fight the menace of terrorism posing serious threat to the countries of the region and indeed to the whole world.
The Iranian Foreign Minister said that his country would consider the proposal of Pakistan regarding the opening of Consulate at Bandar Abbas.
The Iranian Foreign Minister assured the Prime Minister that he would ensure in his capacity to pave the way for enhancing cooperation between the two countries and if there were any irritants he would address those promptly, thoroughly and comprehensively.

In his first detailed interview since the Al-Qaida leader was shot dead by Navy Seals, US president Barack Obama revealed that he took a “gamble” and was advised not to go through with the risky operation.
Just days before the May 1 attack, the CIA had advised there was a 60-70 per cent certainty that bin Laden was holed up with his family in a fortified compound in a military suburb of Abbottabad, Pakistan.
But on April 28 a special “red team” of security analysts advised the President they were only about 30-40 per cent certain it was the world’s most wanted man, due to a lack of evidence and an unusually large number of visitors to the house.
A “tense” Whitehouse meeting followed where a number of Obama’s highest advisers told him the “stakes were too damn high”.

WASHINGTON: The US space agency plans to launch two unmanned spacecraft Thursday that will chase each other around the Moon as they use gravity measurements to draw an unprecedented map of its inner workings.
Known as the GRAIL mission, or Gravity Recovery And Interior Laboratory, the satellites will launch together on a single Delta II rocket as early as 8:37 am Thursday (1237 GMT), when the launch window opens.
Researchers hope GRAIL will answer some of the mysteries about the far side of the moon, which humans have never explored, and also shed light on how other rocky planets like Earth, Venus, Mars, and Mercury may have formed.
"GRAIL is a mission that will study the inside of the Moon from crust to core," said the 500-million-dollar project's principal investigator Maria Zuber.
The project is part of NASA's Discovery program, which has launched 10 spacecraft since 1992 to study the solar system.
Zuber noted that the Moon has been amply studied since the dawn of the space age in 1959, with a total of 109 missions of various kinds.
Twelve humans have stepped foot on the lunar surface, and 842 pounds (382 kilograms) of rocks and soil have been brought back to Earth for further study.

US missed chance to exit Afghanistan: ex-Saudi envoy
WASHINGTON: The United States should have taken advantage of Osama bin Laden's death by withdrawing its troops from Afghanistan, the former Saudi ambassador to Washington said Wednesday.
While the killing of the al Qaeda leader "is not the end of the terrorism," it "should have been given more value, more worth by the US people," said Saudi Prince Turki al-Faisal, speaking at a think tank in the US capital.
US Navy commandos tracked down bin Laden at his hideout in the Pakistani garrison town of Abbottabad and killed him in a daring raid in early May.
Bin Laden's death "would have been the perfect moment for a US president to say this is the timetable to withdraw our troops," said the prince, a former chief of Saudi intelligence.
"It would have been the perfect moment to declare victory and withdraw from Afghanistan ... and not to continue with this endless fight," he said at the Center for Strategic and International Studies.
"I see us inevitably withdrawing from Afghanistan. I see us doing it somewhere around 2014," added John Negroponte, a former US diplomat and the first director of national intelligence under president George W. Bush.
Negroponte and Faisal discussed the evolution of the terrorism threat days ahead of the 10th anniversary of the September 11, 2001 attacks on the United States.
Negroponte recognized "the power of the information technologies put into the hands of our intelligence community in terms of .... targeting terrorists" over the past decade.
"We're moving to a better understanding of the rest of the world," he said.
Faisal highlighted the need for an international counterterrorism center.
