Iran nuclear crisis: EU moves towards crude oil ban



EU member states have agreed in principle to ban imports of Iranian crude oil to put pressure on the country over its nuclear programme.

The move is expected to be announced formally at an EU foreign ministers' meeting at the end of January.

The US, which recently imposed fresh sanctions on Iran, welcomed the news.

Iran has dismissed the threat of new sanctions and denies Western claims that it is trying to develop a nuclear weapons programme.

Iran has also denied that a record low of its currency this week was linked to punitive US measures against its banks.

Oil prices on international markets rose on news of the EU agreement.

"We have an [EU] foreign ministers' meeting on January 30, and on this occasion I hope we will be able to take the decision on the embargo of oil and petrol from Iran", said French Foreign Minister Alain Juppe.

"We have to reassure some of our European partners who purchase Iranian oil. We have to provide them with alternative solutions", he added.

On Tuesday France had called for "stricter sanctions" on Iran.

However, even if sanctions are adopted at the end of the month, it may be several months before they are implemented.

'Tightening the noose'
"These are the kinds of steps that we would like to see not just from our close allies and partners in places like Europe but from countries around the world", said US State Department spokeswoman Victoria Nuland.

"We do believe that this is consistent with tightening the noose on Iran economically," she added.

But Iran was not referred to the UN Security Council because Russia and China were opposed to the move.

The Security Council has already passed four rounds of sanctions against Iran for refusing to halt uranium enrichment. Highly enriched uranium can be processed into nuclear weapons.

These sanctions include a ban on the supply of heavy weaponry and nuclear-related technology to Iran, a block on Iranian arms exports, and an asset freeze on key individuals and companies.

Iran has been holding a series of naval exercises in the Gulf in recent days, test-firing several missiles.

The exercises were held near the Strait of Hormuz, through which around 20% of the world's traded oil passes.

Tehran said on Monday that "mock" exercises on shutting the strait had been carried out, although there was no intention of closing it.

Taliban brand Imran Khan as 'American slave'


ISLAMABAD: The Pakistani Taliban have described cricketer-turned-politician Imran Khan as a "slave of the US and Europe" after he called himself a liberal.

Tehrik-e-Taliban Pakistan spokesman Ehsanullah Ehsan made the remarks in an interview with BBC Urdu.

Ehsan noted that Khan had said he is not a Taliban supporter and remarked: "We also think Imran Khan is not our sympathiser."

The Taliban spokesman advised Khan to talk in Urdu, the language of the Pakistani people, if he considers himself the representative of the people.

In a recent interview with the BBC, Imran had said that he is a liberal and does not support the militants.

But the Taliban spokesman said: "Those who call themselves as liberal are in fact free of Islam and other religions. A liberal man does not believe in any religion and particularly does not believe in Islam."

Ehsan questioned Khan's remarks describing several Pakistani leaders as slaves of the US.

He claimed Khan was a "slave of those Americans who are no more in the world".

Khan, who heads the Pakistan Tehrik-e-Insaf party, drew a large crowd during a recent rally organised in Lahore as part of efforts to galvanise his supporters ahead of the general election scheduled for 2013.

He has called for the halting of military operations against groups like the Taliban and for dialogue to end the unrest in northwest Pakistan.

Israel, Palestinians hold 'positive' talks


AMMAN: Israeli and Palestinian negotiators held a "positive" first face-to-face meeting in more than 15 months on Tuesday, saying they remain committed to a two-state solution but that full-blown talks are still some way off.

"The talks and atmosphere were positive," Jordanian Foreign Minister Nasser Judeh told reporters after the talks in Amman between Israel's chief negotiator Yitzhak Molcho, his Palestinian counterpart Saeb Erakat and Palestinian negotiator Mohammed Shtayyeh.

Washington too welcomed what it described as a "positive development" after months of deadlock in peace talks over Israeli Prime Minister Benjamin Netanyahu's refusal in 2010 to renew a freeze on most settlement construction in the occupied West Bank.

Judeh, who hosted the meeting in the Jordanian capital, voiced cautious optimism. "The two sides expressed their commitment to a two-state solution. We do not want to raise the level of expectations, but at the same time we do not want to minimise the importance of this meeting," he said.

"The Palestinians submitted a paper on borders and security. The Israeli side received it, promising to study it and respond," he said.

The minister said Jordan, which has a 1994 peace treaty with Israel, will host further talks between the two sides.

"Any announcement about the meetings will be made by Jordan. You might hear about the meetings and you might not," he said, expecting "progress and things to be positive by the end of this month."

Palestinian president Mahmud Abbas said on Tuesday the outcome of the meeting would soon be clear.

"We will know today or in the coming two days," he said, indicating that they were looking to find "the right foundation" to resume talks with Israel.

"This is a good thing and we hope Jordanian efforts work," he was quoted as saying by Jordan's state-run Petra news agency.

Earlier this week, Israeli cabinet minister Dan Meridor said the fact that a meeting was taking place was "a positive development" but that it did not in itself constitute a return to direct talks.

Erakat made the same point in an interview with Voice of Palestine radio.

"This meeting will be devoted to discussing the possibility of making a breakthrough that could lead to the resumption of negotiations. Therefore, it will not mark the resumption of negotiations," he said on Monday.

Direct talks ground to a halt in September 2010, when an Israeli freeze on new West Bank settlement construction expired and Netanyahu declined to renew it.

"We will see what the quartet's position will be in this meeting and if it is willing to seriously address the obstacles to the peace process and negotiations put by Israel," PLO secretary general Yasser Abed Rabbo told Voice of Palestine.

Abbas met with US envoy David Hale in Ramallah late on Monday and told him there would be no resumption of talks unless Israel froze settlement construction and accepted the 1967 borders as the basis for peace talks, a Palestinian official told AFP.

The Quartet, which comprises the European Union, Russia, the United Nations and the United States, has been trying to draw the two sides back to the negotiating table, asking them for comprehensive proposals on territory and security.

White House spokesman Jay Carney acknowledged the difficulties President Barack Obama faced in getting a resumption of talks.

"He is doing everything he can to bring them together at the table," Carney said.

"And this is obviously a challenging issue -- it has been so for a long time. But the president's very focused on doing what he can to make it happen."

Abed Rabbo said Washington wanted the talks to restart "without any preconditions or promises on settlement expansion.

"This does not fulfil the conditions for a resumption of negotiations nor does it enable any negotiations to succeed," he said.

The meeting sparked an angry reaction from the Hamas movement which has controlled the Gaza Strip since ousting Abbas's forces in 2007.

"Going to such a meeting is only betting on failure," Hamas spokesman Sami Abu Zuhri told AFP on Monday.

The leftist Popular Front for the Liberation of Palestine also criticised the meeting, calling it a "fatal error" which would force the Palestinians back into another pointless waiting game. (AFP)

"This traditional cutting of the rosca, the largest in the world, is aimed at fostering healthy family coexistence but, above all, it allows us to strengthen the city's economy and promote the preservation of more than 35,000 jobs in the baking industry," said Ebrard during the event.

Children, women and elderly citizens were the first to receive a piece of the traditional cake, along with a glass of milk.

The president of the Canainpa baking industry association, Francisco Galindo, told Efe that more than 2,000 people worked to prepare the gigantic cake.

The project required 5,405 kilograms (about 11,900 pounds) of flour, 3,000 kg (6,600 lb.) of butter, 240 kg (528 lb.) of yeast, 2,600 kg (5,720 lb.) of sugar, 659 kg (1,450 lb.) of powdered sugar, 33 kg (73 lb.) of baking flour and 70 kg (154 lb.) of salt.

Iran renews warning to US Navy in Gulf


TEHRAN: Iran on Wednesday renewed its warning to America against keeping a US naval presence in the oil-rich Gulf, underlining a threat Washington has dismissed as a sign of "weakness."

Meanwhile, diplomats said the European Union was on target to impose a threatened embargo on oil imports from Iran, which France said could come by the end of January and which drew US praise.

"The presence of forces from beyond the (Gulf) region has no result but turbulence. We have said the presence of forces from beyond the region in the Persian Gulf is not needed and is harmful," Defence Minister Ahmad Vahidi said, according to state television's website.

"The long-term presence of the United States in the region increases insecurity and the possibility of tensions and of confrontation," the deputy chief of Iran's forces, Masoud Jazayeri, said, according to the Revolutionary Guards website.

"As a result ... the United States must leave the region."

Jazayeri noted last week's departure of the aircraft carrier USS John C. Stennis from the Gulf, saying: "Since you've gone, don't come back, otherwise you'll be responsible for any problems."

His comments echoed a Tuesday warning that Iran would unleash its "full force" if a US carrier is redeployed to the Gulf.

"We don't have the intention of repeating our warning, and we warn only once," armed forces chief Brigadier General Ataollah Salehi said.

The White House on Tuesday said the warning "reflects the fact that Iran is in a position of weakness" as it struggles under international sanctions.

The US Defence Department said it would continue rotating its 11 carriers to the Gulf to support regional military operations and keep the Strait of Hormuz open.

"We are committed to protecting maritime freedoms that are the basis for global prosperity; this is one of the main reasons our military forces operate in the region," it said.

Iran has just finished 10 days of naval exercises near the strategic strait at the entrance of the Gulf, aimed at showing it can control the channel and closing it if necessary. Twenty percent of the world's oil ships through the strait.

On Monday, the exercises saw the test-firing of three types of anti-warship missile.

The head of Iran's parliamentary national security and foreign policy commission, Aladdin Borujerdi, was quoted by Fars news agency as saying Wasington's description of Iran as weak "is a completely illogical stance."

"The US talks about sanctioning our oil but they should know that if Iran's oil exports from the Persian Gulf are sanctioned, then no one will have the right to export oil through the Strait of Hormuz," he added.

The developments helped send oil prices soaring, though they pulled back a little on Wednesday.

New York's main contract, West Texas Intermediate (WTI) for February delivery, spiked to $103.74, a level last touched on May 11. The contract fell back to $102.61, down 35 cents from Tuesday's close.

Brent North Sea crude for February jumped to $113.97 per barrel -- its highest since November 14. It later stood at $112.82, up 69 cents from Tuesday.

"The situation with Iran remains worrisome," said Nick Trevethan, a senior commodities strategist at ANZ Research in Asia.

"The consequences of any military action in the Middle East will be enormous. A spike in crude prices will kill off any recovery in the US."

In Brussels, diplomats said EU governments had reached preliminary agreement on an oil embargo against Iran and are now debating when it should come into force.

"There is an agreement in principle to forge ahead" with an embargo, a diplomat told AFP, but "there is still a lot of work" to agree on its timing for a foreign ministers' meeting on January 30.

The EU had been divided over an oil ban, but reached a breakthrough in late December after Greece, Spain and other nations that buy Iranian crude lifted their objections.

Speaking of the January 30 meeting, French Foreign Minister Alain Juppe said in Lisbon: "It's at this occasion I hope that we can adopt this embargo on Iranian oil exports."

"We have to reassure some of our European partners who purchase Iranian oil. We have to provide them with alternative solutions. But these alternative solutions exist and I think we can attain the objective by the end of January."

US State Department spokeswoman Victoria Nuland said Washington hoped for even broader sanctions.

"So these (EU measures) are the kinds of steps that we would like to see not just from our close allies and partners in places like Europe but from countries around the world," she said.

"Because we do believe that this is consistent with tightening the noose on Iran economically," she said. "We think that the place to get Iran's attention is with regard to its oil sector."

Amid the tension, Iran saw turmoil on its domestic currency market, with authorities trying to shore up the rial following its slide to a record low on Monday days after Washington enacted new sanctions targeting the central bank.

In a related development, the US Treasury said Secretary Timothy Geithner will travel to China and Japan next week to discuss tougher sanctions against Iran, after China said it opposed unilateral US measures.

The United States and other Western nations have imposed sanctions over Tehran's controversial nuclear programme, which they believe is being used to develop atomic weapons.

Iran denies that allegation, saying the programme is entirely peaceful. (AFP)

Saudi Arab to stamp out misuse of funds


RIYADH: New anti-corruption regulations are coming into effect which will stamp out misuse of funds in all government departments.

The regulations will force government and ministerial officials dealing with financial affairs to present documents proving they have the necessary financial clearance.

Muhammad Al-Shareef, Chairman of the National Anti-Corruption Commission, said the commission will be playing an important role in following up and monitoring government projects and preventing any type of corruption after the recent budgetary allocations.

He called on all sections of Saudi society to help the commission carry out its work. "The commission reposes its hopes on society helping to report any type of corruption and lack of public services," he said.

Al-Shareef also revealed the commission has designed a whistle-blowing mechanism whereby a citizen who reveals corruption will be given the right to anonymity and full protection from any harm.

The commission was set up in March this year and directly reports to the King.

No US decision on freeing prisoners for Taliban talks


WASHINGTON: The United States said Wednesday it has taken no decision to release prisoners held at Guantanamo Bay to boost reconciliation talks with the Taliban.

State Department spokeswoman Victoria Nuland also said Washington is "prepared to support" a proposed overseas Taliban office backing an Afghan-led reconciliation process provided it meets international standards.

She said the United States and Afghanistan seek true reconciliation based on the Taliban's renouncing violence, ending its support for al Qaeda and embracing the Afghan constitution, which enshrines human rights.

"With regard to Guantanamo... no decisions have been made with regard to any releases," Nuland said.

Earlier Wednesday, the government of Afghanistan gave its blessing to talks between Taliban insurgents and the United States, and also to the opening of an office for the Islamists in Qatar.

The hardline Taliban announced on Tuesday that they had come to an "initial agreement with relevant sides including Qatar" to set up their first representative office outside Afghanistan.

The move is seen as a precursor to talks to end the bloody war between the Taliban and the US-backed government of President Hamid Karzai.

It is the first time the insurgent group has publicly raised the prospect of a negotiated peace after more than 10 years of fighting, always previously insisting they would not talk until all foreign troops had left Afghan soil.

One of their demands would be for a prisoner exchange to include the release of Taliban inmates from the US-run detention facility at Guantanamo Bay, Cuba the Taliban said.

Asked if Afghanistan had formally requested the release of such prisoners, Nuland replied: "We're not today, we're not in the future going to get into the details of these Afghan-led discussions. That's not productive to the process."

Taliban confirm Qatar office

“We are now ready to have a political office overseas … and in this regard we have reached an initial understanding with Qatar and relevant sites,” Taliban spokesman Zabihullah Mujahid said in a statement, according to Afghan media.

“The Taliban have agreed to open a political representative office in Qatar and the government is in the process of responding to the Taliban,” Janan Mosazi, Afghan Foreign Ministry spokesman, told Central Asia Online. The Taliban spokesman also called for the release of incarcerated Taliban militants.

“I think that the talks have progressed to some level,” said Sayed Mohammad Akbar Agha, the former leader of the Taliban's Jaish-ul-Muslimin Movement. “The talks that have been held in Qatar would be good to save Afghanistan from problems. Whether the Taliban office is in Qatar, Saudi Arabia or Turkey, I think it would make no difference.”

Karzai ready for Qatar office
On December 27, Afghan President Hamid Karzai told Turkish journalists that his government would support a Taliban office in Qatar. Karzai had earlier ruled out Qatar, saying he preferred the office be in Turkey or Saudi Arabia.

In another major development, Hezb-i-Islami of Afghanistan (HI) said it supports the peace process in Afghanistan.

An HI delegation led by former jihadi leader Gulbuddin Hekmatyar held “beneficial” talks with Afghan government officials, Qarib-ur-Rahman Saeed, head of the HI political office in Europe, told Pajhwok Afghan News January 3.

The government side included Karzai and other high officials, Saeed said.

The HI is optimistic about the talks’ outcome, Saeed said, although he gave no further details about the “very important and beneficial” negotiations.

Haroon Zarghun, an HI spokesman, and Aimal Faizi, a presidential spokesman, confirmed the HI delegation's meeting with Karzai.

There is a need for an inter-Afghan settlement, Zarghun said of the visit.
